2009 Australian Flexible Learning Framework (Framework)

The aim of the Framework is to encourage registered training organisations (RTOs), business and industry to integrate e-learning in their organisation or industry sector. The Framework's business activities will build capability and encourage knowledge-sharing.

Framework business activities

It's about leadership

Flexible Learning Toolboxes (Toolboxes)
The Toolbox collection of high quality, cost effective, interactive e-learning and assessment resources will be expanded with new products and upgrades to the existing collection. The Toolbox Repository will continue to improve access to learning objects for the VET community. Support for RTOs in implementing Toolboxes will be provided through the Toolbox Champion Support Service, and a range of tools will be available to support product development and delivery.

LORN
Enhancements to LORN will provide improved online access to a greater range of e-learning resources from contributing repositories across Australia.

Benchmarking and Research
Benchmarking activities will be undertaken to determine the use, impact and uptake of e-learning within different learner groups, states and territories, RTOs, business and industry. Targeted research will be conducted to inform the development of policy and new directions in teaching and learning within the VET sector.  

E-standards for Training
E-standards for Training is focused on developing national standards to underpin essential e-learning infrastructure, conducting research into new technology areas and providing guidance materials and tools to support the effective use of emerging technologies.

E-portfolios
E-portfolios supports the development of national e-portfolio standards to improve the portability of learner-collected evidence of learning. This will support a learner's ability to move between training and other forms of education, learning and employment.

Access to E-learning Knowledge and Know-how (AEKK)
AEKK aims to provide access to online information, communities of practice and state and territory E-learning Coordinators to support VET providers in adopting e-learning practices.

Brand Management
Brand Management is focused on providing active communication and national branding that promotes e-learning as an integral part of the national training system.


It's about innovation

Industry Integration of E-learning
Industry Integration of E-learning funds industry sectors to develop multiple year plans for the inclusion of e-learning in overall industry-led workforce development. Industry sectors are led by industry or professional associations or lead employers working with other employers so they cover an industry sector. In each case, there are partnerships with RTOs.

State and Territory E-learning Innovations

States and territories will share $5.3 million in E-learning Innovations funding grants to support innovative e-learning solutions in the VET system.
Selected E-learning Innovations projects will be funded to develop long-term concepts at the state and territory level based on their own e-learning and training priorities, helping RTOs to embed e-learning as a key aspect of their business strategy. Projects will focus on:

  • business-training provider partnerships driving the integration of e-learning into business and training
  • empowering individual learners through stimulating demand, providing greater choice, responding to the needs of disadvantaged learners, and through facilitating increased RPL (recognition of prior learning).
