E-learning Coordinators
State and territory E-learning Coordinators are responsible for facilitating the uptake of Framework products, resources and
support networks; and implementing strategies to accelerate the embedding of e-learning.
2008 Framework business activities
There are nine business activities located throughout Australia working as part of the 2008 Framework to build capability
and encourage knowledge-sharing and innovation.

Toolbox Champions Support Service
The Toolbox Champions Support Service operates in every state and territory to support users with the implementation and use
of Flexible Learning Toolboxes (Toolbox).
Flexible Learning Advisory Group (FLAG)
The Flexible Learning Advisory Group (FLAG) is an advisory group of the National Senior Officials Committee (NSOC) and provides
advice on strategic directions in flexible delivery, with particular reference to e-learning. FLAG is also responsible for
leading and managing the Australian Flexible Learning Framework, as well as providing advice on vocational education and training
(VET) sector perspectives to both the Australian Information and Communication Technology in Education Committee (AICTEC)
and to the education.au Board. It comprises a senior nominee of the Department of Education, Employment and Workplace Relations
(DEEWR), each state and territory VET CEO and one representative of the national Adult and Community Education (ACE) sector,
with education.au as a standing observer.
FLAG Secretariat
The FLAG Secretariat provides the executive support to the Flexible Learning Advisory Group (FLAG) and coordination services
for the Australian Flexible Learning Framework (Framework), including:
- facilitating the planning and implementation of FLAG business and decisions
- managing the review and accountability processes associated with FLAGs operation
- providing a range of coordination services for the Framework, including reporting and internal Framework communication to facilitate networking and information sharing between Framework personnel.
- ensuring vocational education and training (VET) system interests are promoted through the Australian Information and Communication Technology in Education Committee (AICTEC).
The FLAG Secretariat works with FLAG members, programs, business managers and the Framework e-learning coordinators based in each state/territory and Adult and Community Education (ACE). The Secretariat supports and is accountable to the Chair of FLAG.
