This page provides key documents about the aims, objectives and desired outcomes of the Australian Flexible Learning Framework (Framework). Most recently, the 2009 Framework Business Plan was approved by the National Senior Officials Committee (NSOC) in mid-December 2008. This aligns to the second year of the 2008-2011 Framework Strategy, which was approved by NSOC on 10 August 2007.
Earlier documents set out the directions, achievements and outcomes of the Framework in earlier strategies spanning 2000-2004 and 2005-2007. The Strategies and Business Plans describe projects and resource allocations for each year and the Evaluation Documents assess the impact of Framework activities from 2000-2004.

2008-2011 Framework Strategy
The 2008-2011 Framework Strategy follows the 2000-2004 and 2005-2007 iterations of the Framework, but marks a significant transition from a respective emphasis on building capability and client engagement in the first and second Frameworks, to the integration and embedding of e-learning in training providers and businesses. In doing this, the Framework will seek to capitalise on e-learning knowledge and infrastructure created to-date.

2009 Framework Business Plan
The 2009 Framework Business Plan was approved out-of-session by NSOC in mid-December 2008, and describes the Business Activities under the 2009 Framework's Leadership and Innovation Programs. The 2009 Framework Business Plan aligns to the second year of the 2008-2011 Framework Strategy, focusing on mainstreaming e-learning in VET by encouraging partnerships between RTOs, business and industry.

2008 Framework Business Plan
The 2008 Framework Business Plan was approved out-of-session by NSOC in mid-December, and describes Business Activities under the Leadership and Innovation Programs of the Framework in the first year of a new four-year Strategy (see below). These Business Activities consolidate and progress the achievements of previous Frameworks and seek to implement the first stage of the Strategy, with a particular emphasis on embedding e-learning in training providers, businesses and industry.
Framework 2007 Business Plan
The Australian Flexible Learning Framework 2007 Business Plan sets out the key directions for the four programs and fourteen projects comprising the final year of the current Framework. The business plan was approved by the National Senior Officials Committee in October 2006.

Phase Two Evaluation (Released June 2004)
This is the final report for the Phase Two Evaluation of the 2000-2004 Australian Flexible Learning Framework (Framework). It offers an assessment of the Framework's achievements and ideas for future directions. The Evaluation of the Australian Flexible Learning Framework 2000-2004 is presented in six complementary reports and a summary document:

Each part presents a comprehensive analysis of the findings against the evaluation objectives and other aspects of the evaluation. The Final Evaluation Report (PDF 232KB) draws all of this together and presents the evaluation's final conclusions and recommendations on collaborative activities to support flexible learning, including e-learning beyond 2004.

This Evaluation report will be of most interest to those interested in the assessment of the overall impact of the Framework (as distinct to the outcomes of specific projects). It will also be of interest to those working in specific Goal areas and projects as it makes recommendations to changes in priorities for future project activity
- Strategy 2000 report: Evaluation of the Australian Flexible Learning (816KB)
This report evaluates the effectiveness, efficiency and appropriateness of the Strategy 2000 program of initiatives and of related processes that represented the first stage of implementation of the Australian Flexible Learning Framework. The report is the first in a series of annual evaluations of progress towards achievement of the Framework's goals.
2007 Final Report to NSOC
This report was approved by the National Senior Officials Committee in April 2008, and details the achievements of the Framework against the 2007 Framework Business Plan, including outcomes against performance indicators for Framework programs and projects.

This report highlights the progress and achievements of the 2005 Framework Business Plan against the Framework charter i.e. goal, three components and the Performance Indicators as outlined in the 2005-2007 Framework Strategy.
2005-2007 Impact Statement
The review focused on the role of the Framework in supporting these outcomes and the practical implications and benefits of the Framework's model of national collaboration by the Australian Government and States and Territories.

2007 FLAG Scoping Paper
At its March 2007 meeting, the National Senior Officials Committee (NSOC) approved a FLAG scoping paper as the basis of a new Framework strategy for 2008-2011. The paper, 'Directions for national collaboration on ICT to support vocational training and workforce productivity', puts forward indicative directions proposed for the new strategy, including facilitating partnerships between firms and providers, increasing access to training, and developing essential employability skills.

FLAG Response to Strategic Review of Infrastructure Funding
This paper sets out FLAG's response to the 2006 DEST Strategic Review of Infrastructure Funding. It includes three recommendations by FLAG relating to state and territory commitment to ICT equipment and systems for e-learning and e-business; a goal for the percentage of future ICT infrastructure funding; and the percentage of this funding that should be dedicated to national collaborative activities to support e-learning uptake.
