In 2007, the 14 Framework Projects are grouped into four conceptual clusters which are linked and coordinated.

  • Client engagement
  • Resources and Innovation
  • Capability Building
  • VET System Support

These create synergies between Projects within each Program and across the Framework, and leverage and multiply the value of the resources invested.
